On Tuesday, the Arkansas House of Representatives passed several key bills. HB1869 was approved, which aims to establish a maternal outcomes management system within the Department of Health. HB1529 passed as well, introducing a criminal offense for the unlawful creation or distribution of deepfake visual material. It states a person commits the offense if he or she, without consent of the person depicted, knowingly creates or distributes deepfake visual material that depicts another identifiable person. Additionally, HB1877 was approved, making the creation or distribution of computer-generated sexual child assault material illegal.
The House also passed HB1931, which seeks to create a Recidivism Reduction System within the Department of Corrections, focusing on re-entry preparation and evidence-based programs. HB1866, known as Eli’s Law, was passed, mandating that by the 2027-2028 school year, each public school must install an audio recording device in locker rooms.
Further, HB1732 was approved, increasing the income tax deduction for teachers who spend their own money on classroom supplies from $500 to $1,000. HB1485 passed, creating a sales and use tax exemption for sales to organizations that support veterans' facilities. Finally, HB1922 passed, which establishes an income tax credit for companies relocating their corporate headquarters to Arkansas, outlining the qualifications and incentives for doing so.
