Members-elect of the 89th General Assembly voted Rep. Davy Carter (R-Cabot) to serve as Speaker-elect. Rep. Carter will preside over the House during the next Regular Session. 52 votes were cast for Rep. Carter. 45 were cast for nominee Rep. Terry Rice.
“I’m committed to working with a diverse membership to accomplish what is best for the state of Arkansas,” Carter told reporters minutes after the vote.
Rep. Davy Carter of Cabot will be serving his third term in the Arkansas House of Representatives. During the 88th General Assembly, Rep. Carter serves as chair of the House Revenue and Taxation Committee. He also serves on the House City, County and Local Affairs Committee; Legislative Joint Auditing Committee; and the House Rules Committee.
Rep. Carter is a banker and attorney. He earned a J.D. from the University of Arkansas at Little Rock's William H. Bowen School of Law, where he was a member of the Law Review. He completed the LSU Graduate School of Banking, and he received an undergraduate degree in Corporate Finance from Arkansas State University. Rep. Carter has been involved with several civic and youth organizations in his district and is a member of the First Baptist Church in Cabot. He and his wife, Cara, have three children.
The secret ballot vote took place Thursday, November 15 shortly after members failed to affirm the vote Speaker-designate Darrin Williams. The vote to affirm Rep. Williams was 48 to 49.
