On Wednesday, the House Agriculture, Forestry, and Economic Development Committee advanced HB1149, a bill that would prevent counties or municipalities from regulating vegetable gardens on residential properties. The committee also moved HB1048 forward, which allows for the sale of unpasteurized milk at a farmer’s market or via delivery from the farm where the milk is produced.

The House Insurance and Commerce Committee advanced HB1237, a bill that would prohibit medical professionals from soliciting individuals who have been injured.

The House passed HB1074, which ensures that funds from the Property Tax Relief Trust Fund can only be used for purposes other than property tax relief if approved by a ¾ majority in both houses of the General Assembly, up from the current simple majority requirement.

The House also passed HB1046, which proposes creating a Blue Envelope Program to improve communication between individuals with autism spectrum disorder (ASD) and law enforcement during vehicle-related interactions.

Additionally, the House passed HB1204 and HB1214. HB1204 outlines the recovery of damages for past medical expenses incurred by an injured party. It specifies that only costs actually paid by or on behalf of the plaintiff, or those that remain unpaid and for which the plaintiff or a third party is legally responsible, can be included in the recovery. HB1214 amends the definition of a primary instructor within the Long-Term Care Aide Training Act.

The House will reconvene on Thursday at 11 a.m.
